GST Tax Invoice Guide: Mandatory Fields, Rule 46 Compliance & HSN/SAC Rules

Comprehensive guide to creating compliant GST tax invoices under Rule 46 of CGST Rules 2017. Learn mandatory fields, CGST/SGST/IGST splits, and common invoicing mistakes.

Frequently Asked Questions

What is the difference between CGST/SGST and IGST on an invoice?

When the supplier and the buyer are in the same state (Intra-State transaction), GST is split equally into Central GST (CGST) and State GST (SGST). When the supplier and the buyer are in different states (Inter-State transaction), Integrated GST (IGST) is charged at the full rate.

Do I need a GSTIN to create an invoice?

If your business is registered under GST, entering your 15-digit GSTIN is mandatory. If you are an unregistered freelancer or small vendor operating under the ₹20 Lakh / ₹40 Lakh threshold, you can leave GSTIN blank to generate a standard commercial bill of supply.

Are my invoice customer records stored on your servers?

No. India Utility Hub operates with zero server storage for document generators. Your customer details, pricing, and item descriptions remain strictly inside your browser session.

Statutory Tax Invoice Requirements under Indian GST Law

Mandatory fields under Rule 46 of CGST Rules 2017, HSN/SAC code guidelines, and intra-state vs inter-state tax routing.

16 Mandatory Fields under Rule 46

For a tax invoice to be legally compliant and allow your customer to claim Input Tax Credit (ITC), it must display:

1. Supplier Legal Name, Registered Address, and GSTIN.

2. Consecutive Serial Number (Max 16 characters, unique per FY).

3. Date of Invoice Issue.

4. Recipient Name, Address, and GSTIN/UIN (if registered).

5. Harmonized System of Nomenclature (HSN) or SAC Code.

6. Item Description, Unit Quantity, Rate, and Taxable Value.

7. Applicable GST Rates & Split (CGST + SGST or IGST).

8. Place of Supply along with State Name and Code.

CGST/SGST vs IGST Tax Routing

Tax classification depends strictly on the physical or deemed Place of Supply:

Intra-State Supply (Same State): If supplier and recipient location are in the same state (e.g. Maharashtra to Maharashtra), total GST is divided equally into CGST (Central GST) and SGST (State GST). E.g., an 18% item is billed as 9% CGST + 9% SGST.

Inter-State Supply (Different States): If goods or services cross state boundaries (e.g. Karnataka to Tamil Nadu), full 18% IGST (Integrated GST) is levied in a single line item collected by the Central Government.

HSN / SAC Code Digits Mandate

Under Notification No. 78/2020-Central Tax, businesses with aggregate annual turnover up to ₹5 Crores must declare a minimum of 4 digits of HSN/SAC code on B2B invoices. Businesses with turnover exceeding ₹5 Crores are legally mandated to declare a minimum of 6 digits of HSN/SAC code on all tax invoices.

e-Invoicing Mandate: Under current GST Council rules, businesses whose aggregate turnover exceeds ₹5 Crores in any preceding FY must generate an electronic Invoice Reference Number (IRN) with a signed QR code via the government IRP portal.
